REVISED PRIVATISATION STRATEGY (2004 –2010)

Introduction

 The NCP’s Strategic Plan for the Divestiture of Public Enterprises (2003-2006) has been in the public domain for some two years now. During this period the Government’s approach to economic development has shifted towards adopting the framework established by the Poverty Reduction Strategy Paper (PRSP)
The NCP’s strategy for privatisation therefore has had to be revised to take into account this change and in particular its focus must now be directed towards promoting private sector participation as a stimulus to economic growth, which is crucial for attainment of the goals of the PRSP.
The revision of the programme has provided an opportunity to adopt a presentational format that demonstrates clearly that privatisation is a protracted and costly process.  Financial constraints have had an adverse effect on the NCP’s ability to achieve its original goals to date.
In recognition of these facts the programme time frame has now been revised and extended to 2010 and its activities have also been delineated to reflect estimated costs over the implementation period of the entire privatisation programme.
