In line with the functions of the Commission, NCP has commenced a business reform programme of SIERRATEL with the objective of improving the efficiency, productivity, customer service delivery, capacity building and overall financial and operational performanceAs part of this exercise, the Government of Sierra Leone through the NCP hereby invites Prospective Telecommunications Service Providers and Management Service Companies with business and finance transformation experience to submit Expressions of Interest [EOI] for the management contract of SIERRATELThe Management Contract covers all areas of business operations. The Management Company would be responsible for the day to day management, operations and maintenance and long term business planning The Management Contract will be awarded through International Competitive Bidding Process. Compensation would be a fixed fee and performance related Prospective Companies must have a solid financial capacity, with proven experience and successful track record in reforming low productive enterprises into competitive profitable enterprises, experience in strategic and operational management and technical competency in managing a telecoms institutionMethod of Application – Interested applicants should indicate their interest by providing the following documentations and information; - Full name of company, contact person, postal address, telephone/fax numbers and e-mail addresses- Ownership structure of company; name(s) of major shareholders and percentage shareholding- Audited financial statements for the past three (3) years and most recent management accounts- Technical and operational capability – covering the following;(a) Number of years in telecommunication operations or similar industry (b) International experience in successfully managing enterprises through management contracts and achieving the stated objectives of the contract(c) Leading and managing change processes (d) Evidence of ample financial resources(e) Human Resources - CVs of key managerial staff (f) Developing innovative technologies and business turnaround solutionsUpon receipt of Expressions of Interest (EOI) from prospective companies, NCP shall evaluate and pre-qualified bidders would be invited to purchase the bidding documents.
